The Council is the governing body of the S/WMPO and is responsible for making regional transportation policy, planning, and programming decisions by prioritizing and choosing capital projects and operating strategies. The Council is comprised of 12 voting members representing municipalities, government agencies, and public transit operators. Maryland has 9 representatives, and Delaware has 3 representatives.

Technical Advisory Committee (TAC)

The Council established a Technical Advisory Committee (TAC) comprised of planners, engineers to provide technical expertise and develop recommendation to assist the Council. Typical duties of the TAC include review and recommending amendments to the following:

1. Planning process;

2. Data collection and forecasts;

3. Long Range Transportation Plan (LRTP), Transportation Improvement Plan (TIP), Unified Planning Work Program (UPWP).
